Doping – Drugs : Wie sport moet weten waar de lijn ligt ….
Dopingpraktijken zijn onethisch en zijn bovendien gevaarlijk voor de gezondheid van de sporter. Het gebruik van doping is bij wet verboden en de overheid heeft een lijst van verboden stoffen opgesteld.
RC The Bassets voert een strikt zerotolerance beleid rondom doping en drugs. Risico’s voor de gezondheid van de speler en financiële en sportieve risico’s voor de club zijn groot. Bij het sporten op ieder niveau moet clean gespeeld worden. Op het hoogste niveau wordt ook regelmatig gecontroleerd op het gebruik van verboden middelen.
Bij constatering van overtreding zijn de consequenties groot. De speler wordt geschorst, de uitslagen worden aangepast met alle consequenties van dien en een financiële boete wordt opgelegd.
Als bestuur willen we dan ook heel duidelijk stellen dat :
- Alle spelers worden geacht kennis te nemen van het beleid rondom doping en drugs;
- Bij het vermoeden van gebruik van doping en/of drugs wordt de speler niet opgesteld;
- Spelers worden geacht om met hun arts te communiceren over voorgeschreven medicijnen of deze op de dopinglijst staan (er bestaat een dopingwaaier app);
- Spelers hebben de plicht om bij de verzorgingsstaf het gebruik van medicijnen te melden. De verzorgingsstaf zal medicijnen ook controleren tegen de lijst met verboden middelen. De staf heeft geheimhoudingsplicht over de aard van de medicijnen maar is gerechtigd om de trainingsstaf te informeren bij het gebruik van middelen die op de verboden lijst staan. In dat geval stelt de coach de speler niet op;
- In overleg met speler kan dispensatie aangevraagd worden voor bepaalde medicatie volgens de procedure van de dopingautoriteit (onder andere, anti-astmamiddelen, methylfenidaat, insuline en bloeddrukmedicijnen kunnen onder bepaalde voorwaarden gedispenseerd worden);
- Het niet melden van medicijngebruik is een reden voor schorsing;
- Gebruik van (soft-)drugs valt ook onder deze regeling en is ook een reden voor schorsing;
Bij constatering van overtredingen zal RC the Bassets alle consequenties verhalen op de speler. Consequenties van overtreding zijn :
- Speler wordt door Rugby Nederland geschorst maar ook door RC The Bassets. De schorsing is minimaal de door Rugby Nederland opgelegde termijn;
- Alle boetes worden doorbelast aan de speler;
- Aangezien onze sponsoren zich niet willen verbinden aan een club waar Doping/Drugs gebruikt wordt, zal alle gemis aan sponsor-gelden tot een maximum van Eur 15.000,= doorbelast worden aan speler;
- Bij degradatie als gevolg van aanpassing van de stand zullen alle kosten en gemiste opbrengsten doorbelast worden aan de speler.
RC The Basset heeft ook bepaald om regelmatig steekproeven te nemen op het gebruik van (soft-)drugs. Hoewel de waarden door de Wada versoepeld zijn wil de club geen risico nemen en zal bij constatering uit voorzorg de speler niet opgesteld worden. Spelers worden geacht om hieraan mee te werken. Weigering wordt dan ook gezien als een reden voor niet opstellen.

Doping – Drugs : When sporting you need to know the rules ….
Using Doping is not ethical land above all is dangerous for the health of anybody using it. Doping is illegal and banned by law. The authorities have drawn up a list of banned substances.
RC The Bassets has adopted a strict zero tolerance policy for the use of doping and drugs. The risks for the players health are grave and financial and sportive risks for RC the Bassets are high. Playing Rugby should be clean at all levels. At “Ereklasse” level there are regular audits on the use of banned substances.
When a player is caught using banned substances, the consequences are grave. The player is banned, the team is penalized by striking the result and deducting points and a fine is charged.
RC the Bassets is applying the following principles :
- All players are supposed to take account of the policy on doping and drugs;
- When there is a suspicion of using doping and/or drugs the player will not be allowed in the selection;
- All players are to discuss with their GP or specialist about the effects of prescribed medication. The player is expected to check medication against the dopinglist (you can use the app supplied by the “doping-autoriteit”);
- Players are obliged to notify the medical staff of RC the Bassets about the usage of prescribed drugs/medication. The medical staff will also verify the substances against the doping-list. Of course the staff will treat the information about the nature and reasons confidential. The staff however is allowed to indicate to the coach if a player is allowed to play based on usage of drugs/medication. The coach will not take the player in the selection;
- In good consultation the player can file a request for dispensation for certain types of drugs / medication according to the dispensation procedure of the “doping autoriteit” (a.o. anti-asthma drugs, methylfenidaat, insulin and bloodpressure drugs can be allowed under certain conditions);
- In case a player is not notifying drug/medication usage can be a reason for disqualification;
- Usage of (soft-)drugs is part of this guideline and can also be a reason for disqualification;
RC the Bassets will claim all direct and consequential damages of not adhering to the doping/drugs policy against the player. Consequences of non-adherence are :
- The player will be banned by Rugby Nederland as well as by RC the Bassets. The term of the ban is at least the term applied by Rugby Nederland;
- All fines are recharged to the player;
- As our sponsors do not want to be linked to a team where doping/drugs has been used, all missed sponsor-funds up to a maximum of Eur 15.000,= will be recharged to the player;
- In the event the team is demoted as a result of deduction of points, all costs and missed revenues will be recharged to the player.
RC The Bassets will implement regular spot-checks by offering (soft-)drug tests. Although the thresholds of the Wada have been increased, RC the Bassets does not want to run any risk and will delist the player from the selection for the match. All players are expected to participate. When a player refuses this is a reason for delisting the player from the selection.
